We looked for Twilio's terms of service. We found a navigation menu instead. That's not how this works.

Twilio provides cloud communication APIs and services—voice, messaging, video, authentication. You'd think there'd be actual terms attached.

You're signing up for a cloud service with no readable contract. That's the problem.
